Publishers compete for the best articles in any given field. By establishing an open access journal to compete with an existing journal, you can create an alternative for authors and readers alike. Be aware that open access journals take money to run, just like any commercial venture, but the money to run the journals comes from the authors (or their institutions) and other sources, rather than from subscriptions.
